Requirements
Education
- Master of Business Administration (MBA) in Finance & Banking, Master of Commerce (MCom) in Finance, Master of Commerce (MCom) in Accounting & Information System, Master of Business Management (MBM) in Finance, Master of Business Management (MBM) in Accounting
- Master of Business Administration (MBA) in Master’s degree in finance, economics, business administration, or related field is required;
- CA Application Level is preferred Master’s degree in finance, economics, business administration, or related field is required;
- CA Application Level is preferred.
- Professional Certification: A CA Training/ Trade Course: CA Application, MBA
Experience

Additional Requirements
- Age 35 to 45 years
- Minimum 12 years of progressive work experience in financial control and audit related field including minimum 07-10 years of experience in a senior management position, providing administrative oversight and management systems development.
- Knowledge of and experience with PKSF and/or other national- international donor programs’ rules and regulations related to procurement and finance is required.
- Advanced knowledge and experience with accounting software;·
- Demonstrated knowledge, skills, and experience in accounting, financial planning and management, and procurement, among other management support areas/functions, as required.
- Experience working with financial institutions or NGO sector in Bangladesh.
- Fluency in English and Bangla languages required.

DUS seeks a dynamic and progressive professional who brings technical expertise in Budget Control, Fund Control, PKSF and National-International Donor Liaison, Staff Development, DUS Finance, Accounts and Administration, Ratio Analysis.
Job Context:
Dwip Unnayan Songstha (DUS) is a nationally renowned organization (NGO) which is registered by many Government branches/organizations such as the Department of Social Service (No: NOA-356/84. Date: 02 January, 1984), Micro Credit Regularity Authority (MRA) (No: 00654 – 00234 – 00033, Date: 05 September, 2007), NGO Affairs Bureau (No: 181, Date: 28 April, 1985) and Palli Karma-Sahayak Foundation (PKSF). Since 1982 DUS has been conducting extensive activities for the socio-economic development of the poor people in the coastal areas of Bangladesh. As following this, various projects/programs funded by partner organizations are being implemented along with micro-credit program. DUS is seeking competent Finance Coordinator. The detailed Terms of Reference (ToR) of the positions are given below.
Job Responsibilities:
- Develop, oversee, and monitor all financial and accounting systems, policies, procedures, and internal controls, adapting them as necessary to meet changing regulations and best practices;
- Establish and maintain efficient financial and operational systems and processes including internal audits, compliance, and risk management;
- Lead the annual budgeting process and review all financial plans and budgets, monitoring progress and changes;·
- Prepare and execute action plans to improve the efficiency and effectiveness of finance and administrative operations and to mitigate operational and compliance risks;·
- Periodically assess the efficiency and effectiveness of finance, accounts and administration procedures in relation to the delivery of technical activities on time and at optimum cost;·
- Ensure that Program funds are utilized compliantly and appropriately by the close of the fiscal year;·
- Comply with all DUS rules and regulations and DUS policies and procedures relating to finance, Accounts and administration, including but not limited to preparing budgets, financial reports, etc.;·
- Oversee annual financial audits of program and ensure that sub grantees comply with all audit and financial review requirements;·
- Must have knowledge of prevailing VAT and tax regulations of our country and experience of regulations applicable to projects/programs implemented by the donor group;
- Manage cash disbursement and petty cash account;
- Track DUS approvals for travel, hiring, and all procurements;
- Taking charge of pivotal tasks such as budgeting, overseeing invoices and purchase orders, managing logistics, and meticulously planning and monitoring task order execution.
