DUS believes in democratic practice and public-private participation to achieve its goal, purpose and objectives and accordingly the internal management system has been framed comprising the following structures:

 

General Body: The General Body consists of 31 members who are the permanent resident of the coastal community. Of them 30% are women. The social and professional status of the members include teachers, lawyers, social workers, freedom fighters and community leaders.

Executive Committee: DUS has an Executive Committee of 7 members duly elected by the General Body for a period of three years.  DUS is represented by its Executive Director who is the Member Secretary of the Executive Committee. ED and his core staff members are appointed by the board. Executive Director is treated as the Chief Executive of the organization. The Executive Director is the overall authority to implement the projects and programs on behalf of the Executive Comm

Leadership:

Mr. MD. Rafiqul Alam, Founder and Executive Director of DUS, were born on 15th March in 1950 at Hatiya Island under Noakhali District. He was educated at Dhaka University and achieved LLB Degree after completing his B.Com Degree. In 1971 Liberation War of Bangladesh, he acted as a commander and fight for the country when he was only 20. The war was effected on him profoundly. After the independence, he found that the people of the Hatiya islands was in very crucial moment. The devastating cyclone of 1970’s was also deficiently affected to the people of Hatiya. Mr. Alam felt to dedicate himself to help the victims of the liberation war as well as 70’s cyclone. That’s the time when DUS was founded by a group of devoted volunteers leaded by Mr. Alam. Primarily DUS’s objectives were relief and rehabilitation process.

But Mr. Alam’s birthplace Hatiya is a brutally disaster prone area in Bangladesh. Lives are continued vulnerable to cyclone, tidal surge and river bank erosion. It results majority asset less and extreme poor, illiterate, unhealthy and malnourished- especially women & children are most vulnerable in the situation which keeps them far away from modern civilization. So, he directed his policy towards helping the poor for develop their capacity to better manage their lives. Finally DUS’s objective emerged as alleviation of poverty and empowerment of the poor. Under his leadership, now DUS is a leading indigenous NGO in Hatiya.

Mr. Alam is the chief to prepare policy and strategy development of the organization. He is responsible for Liaison with Govt. donors and other civil societies.  Overall management, planning, supervision, monitoring of organizational program & project activities including financial management. Responsible for fund raising and organizational resource mobilization from different stakeholders. Responsive for advocacy and lobbing for resource allocation for poor beneficiaries under DUS command both at national and local level.

Mr. Alam has a long journey with Red Cross and Red Crescent Society in Bangladesh. From 1973 to 1975, he worked as development officer with League of Red-Cross Societies, from 1975 to 1985, he worked as Zonal Officer of Cyclone Preparedness Program of Bangladesh Red Crescent Society. In 1985, finally he became the ED of DUS. Through the long experience with DUS, Mr. Alam is now skilled and expertise in Socio-economic Development of the Poor in the coastal zone, Mobilization of revolving loan fund for income earnings and employment generations in the underserved coastal districts, Mobilization of local resource for target communities of coastal areas, Partnership development with GOB for poverty alleviation, Promotion of micro-finance in disaster prone area and Study and Report writing.

He has not only in country but also international experience with UK, Japan, Canada, Thailand, Philippine, Indonesia, Malaysia, Bhutan, Nepal, Myanmar, India and Cambodia. Several times he visited these countries for workshop, training, seminar and share the coping mechanism and adaptation technique of disaster victims of Bangladesh which might be replicated in other disaster prone country of world.

He has a strong network which helps him as well as DUS for developing relationship to different national & international organization, donor & development partners. Now he is also Chairperson of BNNRC, Vice-chairperson of ADAB, Vice-chairperson of BDPC, Vice-chairperson of HASAB, EC member of NIRAPAD & ALRD, Member of ADRRN. He has also proactive connection with Disaster Forum, CAMPE, VHSS and ECF.

Born 1950. Obtained LLB (Preliminary) and Bachelor of Commerce from the Dhaka University. Mr. Alam partake in the Liberation War of Bangladesh during 1971 and engaged in socio-development activities after the liberation in Hatiya Island and in greater Noakhali District. 

He received numerous trainings among which are Disaster Management from India in 1986, Cyclone Preparedness and Management from Bangladesh during 1991, Advanced Disaster Management Course from Thailand during 1996, Development Management Course from Bangladesh during 1996, Local Risk Management Course during 1999, Organizing Primary Health Care from UK during 1992, Finance for Micro-Enterprise and Managing Enterprise Development from UK during 1992, Disaster Reduction Education for Youth from Wakayama, Japan during 2006 and Disaster Risk Management from Kyoto, Japan during 2007.

Apart from Bangladesh he also worked in Srilanka in his professional ground.He has a long work experience with many organizations of which Dwip Unnayan Sangstha as the Executive Director, League of Red Cross Societies as a Development Officer and Zonal Officer from 1975 to 1981.

Mr. Alam has taken up number of projects as the Executive Director of Dwip Unnayan Sangstha, which are Integrated Socio Economic and Disaster Development Project at Hatiya Island was funded by Oxfam, UK, Maternal/Child Health Care and Family Planning Project at Hatiya Island and was funded by BPHC (ODA, UK), Livelihood Assistance to Poor Islanders at the Hatiya Island was funded by Action Aid, Women Education and Economic Development Project at the Hatiya Island was funded by Oxfam, USA, Rapid Community Restoration Assistance for Cyclone SIDR Victims was funded by UNDP, Fostering Human Rights of the Landless and minorities for getting access through Civic Participation and pro-poor Gender sensitive Governance in Hatiya Upazilla (Sub-District) was funded by European Union and Community Capacity Development Project for Disaster Risk Reduction by Community Radio.

Mr. Alam has number of publications to his credit of which one is Climate Change and its impact on health and livelihood within Hatiya Island of Bangladesh and another was Including General People Concerns in Action for Climate Change in Bangladesh.

DUS Project Director cum Credit Coordinator is overall responsible for planning, organizing and implementation of all DUS programs and projects He is further responsible for supervision and monitoring of all projects and programs of the organization. Mr. Tamzid was born in 1972 at Hatiya Island under Noakhali District. He obtained MSS Degree in 1995 and started his career as NGO activist since 1991.

In 1998, Mr. Tamzid has joined DUS as a Project officer. Till date Mr. Tamzid was responsible for different professional position of NGOs like Training Coordinator (1998-2002), Disaster Manager (2002-2004),Watsan Coordinator (2004-2005). As per need of the organization Mr. Tamzid is involved in DUS Micro finance Program since 2006. Mr. Tamzid has been promoted as Senior Area Coordinator of DUS in 2008.

In 2010, his position has been upgraded as Credit Coordinator in Poverty Reduction Program and responsible for the overall implementation, planning, organizing, monitoring and supervision of DUS micro finance Program. He is now active with his new position as Project Director.

During his professional journey, he was trained in country and abroad in major leading non govt organizations, that has developed his skills and empower himself to be a change maker in Private sector. He has expertise on Disaster Management, WATSAN, Gender Development, Monitoring & Evaluation, Essential Health Service and Popular Theater etc.

He is recently assigned to develop the community radio project at Hatiya Island.

Mr. Md Ahsanul Karim, Administrative officer has obtained M.S.S from Chittagong University in 1998. He was born in1970 at Hatiya upazila under Noakhali District.

He has started his professional career as a teacher. He was appointed in DUS on January’2000 as a Program Coordinator in its “Improvement of Health and Family Welfare” Project. He was also responsible as the Program Coordinator of “HIV/Aids Prevention” Project of DUS till June’2006. From July’2006, he became the Administrative Officer to run and operate DUS regional office at Maizdee Noakhali.

During his 12 years experience with DUS, he has attended multi-sectoral training like Participatory learning and Action (PLA); Participatory Management; Message Development; ToT ; Foundation Training; Adolescent Health Management; Supportive Supervision and Monitoring, Monitoring & Evaluation etc. further he was trained on Basic training on HIV/AIDS Prevention Project;   Finance & Procurement etc.  He has experience in land allocation program for landless poor in char lands of coastal district.

Besides his day to day administration Responsibilities, he is assigned to perform the responsibility of project coordinator under GoB Char Development Settlement Project. He is responsible to coordinate with District and Upazila administrations of Noakhali District for effective implementation of all the DUS project and programs. He is also responsible for advocacy and lobbing for resource allocation to the poor households under DUS intervention area.

As an Administrative officer, Mr. Ahsanul Karim is responsible for overall staff management and resource mobilization for field offices under regional office located at Maizdee, Noakhali. He is based at regional office Maizdee.
